Is video of the collapsing bridge being withheld?

Our animated little thinker Today, I was wandering around the website of MNDOT (MInnesota Department of Transportation), looking for more understandable information about the major redevelopment project of Interstate 35W and the Crosstown. It's a very complex project that will try, over a 4-year period, to untangle a mess caused by a poor decision long ago. My own interest is that I live right next to the construction area, but that is a very big story left for another time.

For those of you from outside the Twin Cities area: Yes, that I35W project I was researching is the same I35W where the incredible bridge collapse occured... only about 10-15 minutes apart. Traffic in these parts is not going to be pleasant for several years.

When I first wrote about the bridge collapse, I mentioned a very short video that actually showed part of the collapse as it happened. I also pointed out that there should be better video of the collapse since the local freeway system is covered by a large number of cameras. I've watched for the two weeks since the disaster and haven't seen any other video of the actual collapse, even though the local media has provided a multitude of post-collapse coverage.

Well... MNDOT has, on their website, a video from the highway system that almost shows the collapse. Here's what they say about it:
Video footage of the collapse from Mn/DOT traffic camera 628. 6:05 p.m., Aug. 1, shows an edited two-minute clip from a traffic camera at the south end of the bridge. Initially, the camera is pointed to the south away from the bridge. When traffic comes to a stop, the camera pans to the north where the bridge has just collapsed.
Notice that an additional clip has been added from the camera on the north end of the collapse, near University avenue, looking south across the bridge. Altogether, It's an interesting video; notice the northbound drivers closest to the collapse making u-turns into the construction area to get away from the disaster.

I checked the websites of the two major Twin Cities newspapers, wondering whether I had simply missed their reporting of this traffic-camera video. I didn't find it. Is it possible that they don't know about it?

The second clip, from the north end, raises one obvious question: where is the footage that preceded that clip? I suspect that the north camera is a fixed one, always pointing across the bridge to monitor traffic. How does it happen that the video from that camera only covers a brief post-collapse period?

I'll admit that I find it easy to be suspicious of government agencies, but I think that MNDOT is holding out on us.
